A two-page document has been issued to improve the child protection systems in Fife and Edinburgh.
It follows the publication of an independent case review into the death of Mikaeel Kular which concluded that social workers could not have predicted his death.
The three-year old's body was discovered in woodland in Kirkcaldy last year. His mother, Rosdeep Adekoya, is serving an 11 year prison sentence for his death.
