Any new Scottish welfare system must preserve the dignity of - and show respect for - benefits claimants.
The Scotland bill is transferring powers over welfare to Holyrood - the Welfare Reform Committee is drawing-up a new social security system.
MSP's from across the political spectrum say the image of those relying on social security as 'skivers' is unfair and unhelpful. The have described the current setup as 'punitive' and 'designed for bureaucratic convenience'.
Among the recommendations is for any new system to be 'person centred', with a more joined-up approach from benefitsd agencies.
SNP MSP Kevin Stewart said: "The Welfare Reform Committee report is a significant contribution to the debate around how we use new devolved powers to create a fairer society. It rightly identifies the principles of dignity and respect that should underpin a Scottish social security system and which the Scottish Government has stated it will do.
"While the scope of the new powers over social security has failed to match the ambitions of civic Scotland, they present a welcome opportunity for the Scottish Parliament to create a fairer Scottish social security system.
"This report underscores the vital importance of having a fair funding deal to accompany the devolution of new powers – one that is fair to the Scottish people and which will allow the Scottish Government to grow the economy and create a more equal society.
"Credible, independent, voices have raised concerns about the impact on Scotland of a poor Fiscal Framework deal - I would urge the UK Government to negotiate in good faith and for all parties in parliament to support the Scottish Government’s fight for a fair deal."
