The Scottish Justice Secretary has urged the UK government to follow recommendations for recorders to be fitted in all emergency service helicopters.
The report into the accident, which killed ten people in Glasgow, was published by the Air Accidents Investigation Branch on Friday.
It concluded that two fuel supply switches were off in the helicopter and that the captain did not follow emergency procedures.
